Miscellaneous Records
This page is devoted to all miscellaneous state and federal records that you will encounter in your research: social security, voting records, etc.

  Social Security Prior to 1900, most people worked on farms and received their monetary support from their families. As the United States industrialized, the farmers fell to the wayside. During the Great Depression, many families simply were unable to support one another. Poverty reigned supreme across the nation.

President Franklin Delano Roosevelt pushed Congress for the Social Security Act. The basis of this act was a social insurance program designed to pay workers 65 years of age and older and continuing these payments throughout their retirement. The Social Security Act was signed into law on August 14, 1835.

Taxes to be used for Social Security were first collected in 1937. Employers and workers had to be registered with Social Security by 1937 for the system to take effect. Applications were first distributed by post offices in November 1936. The first card was issued December 1, 1936. Over 30 million cards were issued through this first round of applications.

Monthly payments began in January 1940. Recipients were aged retired workers, aged wives and/or widows, children under 18 years of age and surviving elderly parents. In 1940, 222,488 people received benefits, totalling 35 million dollars. In 1999, 6,556,634 people received benefits, totalling approximately 386 billion dollars.

Enuemration
The process of assigning social security numbers is called enumeration. A social security number breaks down this way:

The first three digits are called the Area Number. This is assigned by geographic region. Prior to 1972, it was possible to simply apply for a social security card through the local field office. Since 1972, all applications are sent to the main office in Baltimore, MD. So, since 1972, the Area Number was determined by the zip code on the application form. Prior to 1972, the Area Number was determined by the location of the field office. The lowest numbers were assigned to the northeastern states.

New York State's Area Numbers are: 050-134

The middle set of two digits are called the Group Number. Each state is assigned ODD Number Groups and EVEN Number Groups. ODD Number Groups are issued first, then EVEN Number Groups 1 (10-98) and 2 (02-08) and finally ODD Number Groups (11-99). They are not assigned in consecutive order and are strictly for administrative purposes.

The last set of four digits are called the Serial Number. Within each group (see Group Number), the serial number runs consecutively from 0001 through 9999.

The SSA would like to make clear that the 2 middle digits of a social security number (the Group Number) does not indicate race.

Social Security Death Index SSDI
A listing of all deaths reported to the Social Security Administration. In this index, you will find:

State of Issuance: this is the area where the application was from. The applicant may not have resided there.

Death Residence: this is the last address the SSA has on the individual. The individual may not have died there.

Death Benefit Location: this is the location that received the death benefit.

You may not find an ancestor in the SSDI. Reasons could include:
the death was prior to 1962 when the records were computerized
the SSA was not notified of the death
the individual was not employed

  Voting Records Voting records give wonderful insight into the political leanings f our ancestors. Sometimes we will be surprised! These records also help locate naturalization information.

The most commonly found information on voting records will be:
name
country or state of birth
race
agemarital status
length of residency in state, county, assembly & election districts
native-born or naturalized citizen
court of naturalization, if applicable
address where last voted

Voting records from presidential election years are the best for obtaining information on naturalization. Naturalized citizens were more likely to vote in presidential elections.

Correctional Institutions

New York House of Refuge 1825-1935
The New York City House of Refuge was the first juvenile reformatory in the United States. Originally situated on various locations throughout Manhattan, it came to occupy Randalls Island in the East River.

Albion 1893-present
In 1893, New York State opened the Western House of Refuge for Women at Albion. It was designed for women, ages 15-30, who had committed various misdemeanors. They offered their inmates academic, vocational and relgious training. There have been several name changes for this prison:

It is now a medium security prison, for women aged 16 years and up. It is general confinement and offers work release. Records on Albion at the New York State Archives:

Auburn 1817-present
Auburn is the oldest correctional facility in the state. It opened in 1817 to help relieve the overcrowding at New York City's Newgate Prison. Auburn was known for its harsh treatment in the 19th century. It is a maximum security prison for males, receiving aged 16 and up for detention and aged 21 and up for transfer from other facilities. The women's prison at Auburn opened in 1893. Records for Auburn at the New York State Archives:

Bedford Hills 1901-present
Bedford Hills is a maximum security prison for females aged 16 and up. It opened in 1901 to house female offenders guilty of misdemeanors, aged 16-30. They have undergone several changes:
1910 - name changed to New York State Reformatory
1920 - a separate division opened for Mentally Defective Women. This division housed women who tested for low intelligence. The thinking at the time was that low intelligence led to criminal behavior.
1932 - The inmates of the Mentally Defective division were sent to Albion. The prison changed its name to Westfield State Farm.
1970 - name changes to Bedford Hills Correctional Facility

Clinton

Before the Needles has an online listing of New York State executions. Gives name, age, race, crime and method of execution.

Let Us Print has an online listing of 1899 pardons and commuted sentences granted by Theodore Roosevelt. There is a fee required if you request documents. I would suggest you use this listing as a guide, and obtain the documents yourself.

The Federal Bureau of Prisons has an online inmate locator. You can search by name, inmate number, INS number, FBI number or DCDC number. NOTE: This site is monitored.

US GenNet has an online index of New York pardons, commutations and reprieves.
